Dr. Chiwuike Uba
Chiwuike Uba has over 24 years of financial management and consulting experience, including 13 years as Chief Financial Officer and Executive Director (CEO) of a think tank and consulting firm, and 23 years as an independent financial and management consultant. A Development Economist, Chartered Accountant, Chartered Tax Practitioner, Governance and Organizational Development Expert with a first degree in Economics, Accounting and Financial Management, and MSc and Ph.D. in Economics. In addition to other certifications, Dr. Uba has certificates on Financial Programming and Policies (FPP) from the International Monetary Funds (IMF), and Budgeting and Financial Management in Public Sector (BUDGETS) from Duke University, USA. He has previously served as Special Adviser on Economy to the Office of the Deputy Senate President at the Nigerian National Assembly, Nigeria.
Chiwuike Uba is also an independent expert in project and program design, costing and assessing public financial management, including value for money audit and grant management. Extensive experience in fiscal policy and public financial management (PFM) and other public sector reforms. In particular, in budget planning and execution, # government accounting, financial and economic analysis, evaluation of internal controls, financial reporting and related capacity and systems development projects. He is experienced in negotiating with private sector organisations, civil societies, development partners and national and subnational ministries on issues related to economic development and reform. He has contributed to the development and implementation of financial management systems and procedures in a number of government projects and agencies. He provided support for the development of a systematic PFM and capacity building plan, an internal control system and audit monitoring tools at national and subnational governments. He has worked extensively for IDRC, UNDP, DAI, USAID and its Implementing Partners, DFID/FCDO, the World Bank, and the federal and state governments of Nigeria.
He is a procurement expert with extensive experience in procurement organization, and contract management. He has led projects on Public-Private Partnership (PPP) feasibility studies, value for money, cost-benefit analysis, financial modelling and project financing. In addition, Dr. Uba supported the design of inter-governmental financing systems and procedures and IGR expansion strategy for six states in Nigeria. Dr. Uba has extensive experience as an executive trainer, including presenting courses to senior officials, and has been a keynote speaker at many conferences organized by various entities. Over the past 18 years, he has organized more than 200 management training and development workshops and seminars for organizations in a variety of industries. He has over 18 Professional qualifications/certifications and a member of different national and international professional organizations.
He is currently an independent consultant, adjunct lecturer with the ESUT Business School, Senior Research Fellow with African Heritage Institution and the Chairman of the Board, Amaka Chiwuike-Uba Foundation (ACUF), a Foundation established in memory of his late wife, Amaka. Chiwuike Uba is blessed with lovely children.
