Ajao Ismail Adeleye

Ismail Adeleye is an astute Public Sector Audit expert and committed reformist with over 35 years’ experience in Audit, Governance and Public Financial Management plus a special focus on Institutional Reforms and capacity building and strengthening of Supreme Audit Institutions (SAIs).

He is an Independent Consultant currently engaged as a PFM Audit Consultant with USAID State2state project to facilitate the engagement and capacity building of the AGs/SAI and PACs in 3 states of Nigeria, Also engaged as an Audit expert by Nigeria Governors Forum (NGF) on the World Bank assisted State Fiscal Transparency Accountability Sustainability (SFTAS) project, providing technical support to State and Local government Auditors General in implementation of Audit Laws and key reforms towards building their capacity to deliver their mandate. He is also engaged by the PERL Engaged Citizens Pillar (ECP) (a UK FCDO programme) providing technical support towards strengthening the capacity and capability of staff of the House of Representative Public Accounts Committee and; AGs and PAC members in Kaduna, Kano, Jigawa (KKJ) states.
Upon retirement from public service in 2018 (after 35 years’ service) up to March 2021, he was engaged as the Reform Advisor to the Office of the Auditor-General for the Federation on Capacity Building by PDF II programme under DFID (now FCDO) where he was responsible for coordinating, facilitating and supporting all reforms and capacity building activities for management and staff in delivering quality audits such as Financial Audit Methodology (FAM), Compliance Audit Methodology (CAM), Performance Audit, Extractive Industries and IT Audit; supporting execution of World Bank SFTAS project and the setup of the Fiscal Governance Institution Programme, OAuGF component, supporting PAC members towards passage of the audit bill, and delivery AFROSAI-E Accelerated Technical capacity building support to OAuGF.
Until his retirement from service in September 2018, Adeleye was a Director of Audit and the Deputy to the Auditor-General for the Federation (AuGF), Office of the Auditor General for the Federation (OAuGF). He also took charge of the OAuGF briefly in acting capacity between December 2016 and January 2017 prior to the appointment of a substantive AuGF in January 2017 and occasionally deputizing for the AuGF whenever he is away from duty for over one week.
At OAuGF, he facilitated and supported the preparation of the OAuGF 5-year Strategic Plan (2017-2022), and its implementation. He served in various capacity including; as Head of Treasury department responsible for audit of Consolidated Financial Statements of the Federal Government and Federation Accounts for two years 2015 and 2016 including the first qualified report of AuGF in 2016 , Emerging Audit issues department responsible for Forensic, Risk Based, Performance Information Audit, Environmental and IT audits, Ministerial Audit department covering Ministries and Agencies across all sectors. He was also head of Training and Manpower Development responsible for training and capacity building.
Some of his other responsibilities and achievements while in service include: managing and auditing key donor projects successfully, acted as focal person for IMF, World Bank, IFAD, AfDB, Department for International Development (DfID now FCDO), African Organisation of English-speaking Supreme Audit Institution (AFROSAI-E), International Organisation of Supreme Audit Institution (INTOSAI) etc. He also served at various time as Board member, Federal Treasury Academy, Nodal Officer, SERVICOM; member on various national Technical assignments such as Public Expenditure Financial Accountability (PEFA) assessment national evaluation team, Federation Accounts Allocation Committee(FAAC) subcommittee on IPSAS implementation, National Technical Team on Gap Analysis on application of International Public Sector Accounting and Auditing Standards (IPSAS) in Nigeria, Coordinator World Bank ERGP project OAuGF component, national technical Core team member of GIFMIS and member of Treasury Single Account (TSA) implementation committee amongst others.
He has led several Audit Inspection teams on Audit of records and books of Nigeria Foreign Missions in Sweden, Hungary, Jamaica, Cuba, Mozambique, Namibia, Poland, Romania, Vietnam, Canada, Thailand, Atlanta United States of America; Geneva, Bern, Switzerland, Japan and South Korea while participating as a team member in the audit of Nigerian Missions in Russia, Ukraine, Poland, Romania.
He has attended various Leadership and Management workshops, training, and capacity building activities both locally and Overseas (UK, Kenya, Sweden, South Africa, Malaysia etc) including, the maiden AFROSAI-E Executive Leadership Development Programme (ELDP) for Deputy Auditors General and Professionalisation workshop, HR, PFM and Project Management workshops etc.
He has a BSc. in Business Administration, an MBA, is a Fellow of the Chartered Institute of Taxation (FCTI) and Certified National Accountant (FCNA), a Member Nigerian Institute of Management (MNIM) and the first Certified Information Systems Auditor (CISA) in OAuGF, now a Gold member of ISACA.
